CB12M Policies & Procedures

At CB12M, we’re about consistency, transparency, and results for our community. We recognize that the work does not start and end with our existing membership. To achieve our goals, we are developing policies and procedures to keep the work at a high level and make sure our members are meeting the needs of Washington Heights and Inwood.

Member Attendance Policy

CB12M is a local agency subject to the requirements of the New York State Open Meetings Law. To ensure compliance with the law, CB12M operates through By-laws (found in the sidebar), which are enforced through the Member Attendance Policy. All members are expected to review and follow this Policy during their terms.

Qualified Disability Self-Certification

Members with a qualifying disability that prevents in-person attendance can submit the Qualified Disability Self-Certification Form to receive an exemption allowing them to participate in all CB12M meetings remotely. Once the form is on file, virtual attendance counts fully toward presence and quorum requirements.

Chair and Vice Chair Manual

CB12M’s committees are each led by a chair (and some in partnership with a vice chair) that guide the committees’ work and prepare updates and recommendations to the full board. To best carry out this responsibility and maintain consistency across, Chairs and Vice Chairs should review and operate under the Chair and Vice Chair Manual.

Elected Officer Procedures

CB12M’s elected officers are responsible for their duties set forth in the By-laws (found in the sidebar). For carrying out these duties effectively and efficiently, elected officers must use these Elected Officer Procedures as they relate to each By-law-established responsibility.

Templates

As of February 2026, all committees are required to use our official templates for any documents prepared for their work and / or presentation to the full board.
