1. *Elevate Transit: Zoning for Accessibility (ZFA) Text Amendment. Continued discussion from the previous month: This proposal would expand zoning incentives (i.e., offer increases in bulk) for developments in high-density districts; would improve zoning rules to allow the MTA to locate access to subway stations within private developments; and would require property owners of developments near stations to proactively work with the MTA to provide station access easements and improvements. Sponsored by DCP in collaboration with the Metropolitan Transportation Authority (MTA), City Council and the Mayor’s Office for People with Disabilities (MOPD).
2. Citywide Hotels Text Amendment. Presentation by DCP: The proposed zoning change would require City Planning Commission approval for new and enlarged hotels and motels, tourist cabins and boatels in commercial, mixed-use and paired M1/R districts. The new Special Permit requirement would override existing hotel special permit requirements. However, the existing special permit provisions that apply in M1 districts, which require the Commission to make findings specific to industrially zoned areas, will remain in place.
