General Board Meeting
General Board Meetings take place in person on the first Wednesday of every month at the
Adam Clayton Powell Jr. State Office Building, located at 163 West 125th Street, 2nd Floor Harlem Community Room.
Please note that seating is limited and allocated on a first-come, first-served basis, and an identification (ID) is mandatory for entry into the building.
The General Board of Manhattan Community Board 10 (CB10) is the governing body that oversees the activities, initiatives, and decision-making processes of the board. It plays a vital role in representing the interests of the Harlem community and ensuring that local policies and programs align with residents’ needs. Composition
The General Board is composed of:
- Board Members:
- Up to 50 members appointed by the Manhattan Borough President, half of whom are nominated by local City Council members.
- Members are volunteers who either live, work, or have a significant connection to the Harlem community.
- Executive Committee:
- Includes the Chairperson, Vice Chairperson, Secretary, Treasurer, and other officers elected by the board members.
- Responsible for setting agendas and overseeing the work of committees.
- Community Stakeholders:
- Though non-members cannot vote, community residents and business owners are encouraged to participate in meetings and provide feedback.
Key Responsibilities
- Policy and Decision-Making:
- Reviews and votes on issues affecting Harlem, such as zoning changes, liquor licenses, and land use proposals.
- Issues recommendations to city agencies and elected officials.
- Oversight of Committees:
- Supervises the work of CB10 committees, including Transportation, Housing, Arts and Culture, and others.
- Ensures committee recommendations are aligned with the community’s priorities.

- Serves as a liaison between Harlem residents and city agencies.
- Hosts public hearings, town halls, and general meetings to gather community input.
- Budget Prioritization:
- Participates in the city’s budget process by identifying Harlem’s funding needs.
- Advocates for resources for local schools, parks, housing, and public services.
- Land Use and Planning:
- Reviews applications for new developments, rezoning, and land use changes.
- Balances development needs with historic preservation and community interests.
General Meetings
The General Board meets monthly (except during summer recess) to:
- Discuss and Vote on Issues:
- Topics include land use, transportation projects, liquor license applications, and community improvement initiatives.
- Hear Committee Reports:
- Committees provide updates and present recommendations for the board’s consideration.
