Community Board 12 Manhattan

Committee Structure

The Board is responsible for determining its standing committees, which include those listed in the Bylaws here.

Each committee comprises a membership of appointed members of the Board and public members, as the Chairperson of the Board deems fit for each committee. Each committee has a Chair and a Vice-Chair who are appointed members of the Board.

The Chairperson of the Board decides the composition of each committee, along with who will serve as each committee’s Chair and Vice-Chair. Terms for intra-Board roles are set at one (1) year from January to December. Per the Bylaws, a Chair of a committee may only serve for three (3) consecutive terms, unless no other member is willing to fill the role.

In consultation with their Vice-Chairs and other committee members, Chairs of the committees determine:

  • The agenda for their committee meetings;
  • The style in presiding over their committee meetings (subject to Robert’s Rules);
  • The manner for voting (subject to Robert’s Rules); and
  • The manner for engaging relevant City agencies.

See Sections 7.8 and 7.9 of the Bylaws for more Chair and Vice-Chair responsibilities. Chairs of the committees are voting members of the Board’s Executive Committee. The Vice-Chair of each committee may attend and vote at Executive Committee meetings in place of their committee’s Chair.

The Chairperson of the Board may establish special committees (such as the Nominating Committee for each year’s elections) and task forces (such as the Cannabis Taskforce) as appropriate for the needs of the Board’s work.
